Opening With borderline hands: 10/11 HCP

With 10 or 11 High Card Points, is it safe to open the bidding ?  If you have a good suit, especially a major, it may be well worth opening the auction - otherwise it may be passed out. The Rule of 20 can be useful in judging the strength of your hand, but be cautious, as it doesn't work with all hands.
